The Chief Minister of Punjab, Bhagwant Mann and Aam Aadmi Party (AAP) convener Arvind Kejriwal launched the 'FastTrack Punjab Portal' under the 'Punjab Udyog Kranti' initiative. This digital platform aims to streamline business approvals, attract investments, and position Punjab as a leading industrial hub in India.

With such an introduction, Punjab has embarked on a transformative journey to reshape its industrial landscape.

CM Mann's Address

At the launch ceremony, the Chief Minister addressed the public, highlighted the key features, objectives, and benefits of the FastTrack Punjab Portal.

While speaking, he mentioned that over the past three years, the government has been making historic decisions for public welfare. As a result, the 'Fast Track Punjab Portal' has been launched. He further highlighted that through this portal, all industry-related approvals will be provided to investors within 45 days of submitting their applications.

" Without any hassle or difficulty, industrialists will be able to run their businesses smoothly," said the CM.

He highlighted that under the Invest Punjab Policy; the authorities have added stamp paper color coding in the land's registry process. Such an addition will lead to the results in shorter duration of time, allowing people to not to be trapped in the web of policies.

Under the Stamp Paper color coding, different colored stamp papers will be used for the selling of land for different purposes. The details to this are as follows-

Green Stamp Paper for Commercial purpose
Red Stamp Paper for Housing purpose
Yellow Stamp Paper for Agriculture purpose

He added earlier, the process used to take years, however, now it will be completed in 2 weeks and at single place only. He referred it to as 'Single Window, Single Pen' concept. He further said-

"All the policies we create are made after discussions with people from the relevant sectors. If any changes need to be made to the industrial policy later, they will be made as per the need of the time."

He further mentioned that new industries will soon make inroads in Punjab. These will generate employment in the state. Further he added that this will help in eliminating drugs from the state.

He said, "an empty mind is devil's house." When the youth will get employment, automatically this will lead to the drug free state.

He then highlighted several of the examples which mark Punjab's remarkable efforts towards the betterment of nation and world as a whole. He said-

"Punjab's land is so fertile that not just agriculture, but any industry that comes here will grow, because it has the blessings saints and spiritual leaders.

AAP Convener Arvind Kejriwal's Address

While addressing the nation, AAP Convener Arvind Kejriwal highlighted of the simple policies, fast approvals and the honest system which is running under the AAP led administration.

"Simple policies, fast approvals, and an honest system; this is the identity of the new Punjab," said Kejriwal.

He further added that with the Invest Punjab Portal, the authority wants to provide industrialists with an environment where 90% of their time is spent on growing business, not running around government offices.

Adding to it, he said, it has now become much easier than before to set up an Industry in Punjab. He added, if the cost of the plant and machinery is up to Rs 125 crore, then all the necessary government approvals will be done in just three days.

He mentioned, in Punjab, there will no longer be a need to make repeated visits to the tehsildar for obtaining a land verification certificate before starting a new business. He said-

"The tehsildar must raise any objections within 7 days; otherwise, it will be considered that there are no objections. Once the objections are addressed, the certificate will be issued within 8 days."

The Vision Behind the FastTrack Portal

The FastTrack Punjab Portal is designed to eliminate bureaucratic delays and provide a transparent, efficient, and investor-friendly environment. The initiative focuses on:

Ensuring all necessary industrial approvals within 45 days of application submission.
Replacing manual processes with digital systems to reduce red tape and enhance clarity.
Shifting from reactive to proactive, precise, and professional administrative practices.
Empowering government officers to act as facilitators, not just regulators, ensuring timely responses and support for investors.

Chief Minister Mann emphasized that these reforms are the start of a new way of working where 'ease of doing business' is a part of the system, not just a saying.

Key Features of the Portal

Notably, through the portal, the investors can track the status of their applications in real-time, with automated escalation mechanisms ensuring timely action.

For the projects located within industrial parks, approvals can be obtained within three days based on self-declaration. However, for projects outside industrial parks, approvals will be granted within 15 days.

As well it is noted that if authorities fail to respond within the stipulated time frame, the portal automatically will generate an approval, holding the same legal validity as a regular clearance. The infrastructure fund of worth Rs 200 crore has been established to address last-mile connectivity issues in industrial focal points, ensuring seamless expansion for industries.
