Midday, particularly in India and around, is the best time to get vitamin D, as the sun is at its highest point and the body may manufacture it most efficiently during this period.

However, one should have less time in the Sun to make sufficient vitamin D. A Hard Sun exposure can significantly increase the risk of dangerous and deadly skin cancers.
A Sun-Sitter must not burn oneself by staying in the sun for too long. Instead, try going without sunscreen for just the first 15-20 minutes, depending on how sensitive ones skin is to sunlight.
It is also advisable that one should wear a hat and sunglasses to protect face and eyes while exposing other parts of the body. Since the head is a small part of the body, it will only produce a small amount of vitamin D.
Staying in the sun long can cause Sunburns; Eye Damage; Heat Stroke and more. A longer time sitting may expose a person to the deadly ultraviolet rays which damage eyes retina increasing the risk of eye diseases like cataracts, and bodys core temperature. Never gaze continuously towards glowing Sun, it may bring close to blindness.
